This collection of papers from Hertie School of Governance reflects precisely on these questions. Authors survey the experience of new member countries, EU candidates and EU neighbors in order to weight the power of EU instruments and understand the mechanisms which make it work or fail. A considerable attention is given to the role of civil society. Either in old member countries, new, or aspiring ones, the best ‘good governance’ strategy seems to be empowering the domestic constituencies demanding it.
