The Regional Toolkit for Identifying and Countering Anti-EU and Anti-Western Disinformation is a practical resource developed under the FACT project – Framework for Addressing and Countering Disinformation Threats.
This guide is intended for civil society organisations, journalists, educators, researchers, and other practitioners working on disinformation, manipulative narratives, and media literacy. It aims to help readers recognise recurring narratives, understand how they spread, and apply evidence-based approaches to counter them.
The first part introduces the context of European integration and examines anti-EU and anti-Western narratives identified in Albania, Kosovo, North Macedonia, and Romania. The second part explores the disinformation cycle, manipulation techniques, methods for identifying misleading content, fact-checking, and response mechanisms. The third part includes a glossary, five practical workshop exercises, and a selection of tools and resources for practitioners. The material can be used for presentations, public debates, training activities, and awareness-raising campaigns.
